I am directed by Secretary Sir E. Grey to acknow-
ledge the receipt of your letter 16498/08 of the 29th
ultimo stating the objections existing to compliance
with the request of the Chinese Government that enact-
ments similar to the Hongkong Ordinance No. 15 of 1907
on seditious publications may be passed in the Straits
Settlements and other British territories in the Far
East.

Sir E. Grey concurs in the views of the Secretary
of State for the Colonies but would suggest for his
consideration that copies of the correspondence should
be sent to the Governor of the Straits Settlements, who
will no doubt take such action as may be required to
prevent the Colony from being used as a base for the
propagation of seditious agitation.

Copies of this correspondence will be forwarded
to
